It will depend on what connection types your computer monitor has and what types your game systems use. It appears that PS2s use a proprietary connection. Sony appears to make adapters that go from the proprietary connection to things like S-video, component video, and RCA composite video. I believe that the Xbox using typical video connections (I believe it might have an HDMI connection). If this is all true, then you can look to adapter cables that will convert from a typical video connection to a computer monitor connection. It will depend on which connection you want to use. It can get some what complex to find the right cables.
The easiest way might be to get a TV tuner card for your computer that allows the connection of an S-Video video in connection. Then you could hook the game console to your computer and display the game console through the tuner card software/function.
Of course, the easiest option might just be to go buy a cheap TV. You can typically buy about 20" tube style Standard Def TVs for about $150 or so. By the time you get the cables you need to use your computer monitor (as well as buying speakers if you don't already have some), you might come close to spending that much anyway.
