That is a very good question. To confirm, your computer does meet the minimum system requirements, correct? I gather that it does otherwise the application would not have installed. You may want to contact the Grants.gov Customer Service Department directly at 800-518-4726. They may be able to tell you whether or not there is a specific download for non-US users.
Full Disclosure:
The searching that I did directed me to a forum Discussion where a user was in Japan.

Since a .xfd document is a very specific format, the only way that any one of us would be able to duplicate your situation would be if we actually had a .xfd document. Obviously we are not going to ask you to forward a copy of the document you have so I am not sure how much more help we can be.
Once you contact the grant.gov Customer Service, please let us know what they say and we can proceed from there.

No problem at all, scan. :D When I mentioned tone, I just meant that the impression left from your post would lead me to believe that your situation was not truly resolved. No offense was taken and no harm is done. The main thing is to get that document working for you.
I have two suggestions:
- Contact Grants.gov at the phone number listed in the previous post and find out what you may need to do to get that application to work with your document
- Contact your attorney and find out what application she used to create the document. If the document was not created by your attorney, find out what application she uses to view the document.
