Does anyone know of a software program or an add on card that allows you to record radio programs AM & FM, sort of like a DVR where you can set the time and station and record it to a file for later listening on the PC? If not, how about a program that allows you to record streaming audio from a radio stations web site?

Welcome to the forums!
Audacitycan save and export audio recorded from your PC, but not specifically for what you are looking at. You could use it for the same purpose but I haven't tried the quality on streaming radio stations.

real player 11 will let you do more. Get the free edition. But real player loads a bit slower than other players.
