Hi Rogue and welcome to the PCWorld Communities. :D
I changed the title of your Discussion to give a better idea of your question. Now, believe me, there are no "dumb" questions. To answer your question, unfortunately no, there is no way to change Operating Systems without having to reinstall applications and files.
I am assuming that you are asking this question because you want to remove Vista and get XP, correct? If that is the case, I would advise you review this WikiDocument before you begin. This will give you a thorough overview of what you will need to know to successfully complete this process.
ADDENDUM:
Clarification, files can be stored on another drive or partition and accessed from the new Operating System. However, the programs will have to be reinstalled.
