I HAD Time Warner ISP, then changed to Verizon FIOS. Once Time Warner cancelled, my Norton Internet Security came up instead of a Home Page and tells me how to change my Home Page to what I want. However, from Internet Explorer, I go to Tools, then Internet Options, I get the message: This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator. If I go to my computer's Control Panel, I am the system administrator. This is a home computer, and not on a network. Is this some problem with Internet Explorer 7, my Norton Internet Security 2008, or something Time Warner did when they cancelled my account with them? How do I change to the Home Page that I want???

Hey kdavis!!
In IE7, on the upper right hand corner,do you have a little house with a arrow pointing down?
1!
If you click on that , there will be a drop down menu. In one of the entries (the second one I think) it should say,
"add or modify a start page"
Try clicking on that one and see if it changes the page for you.
If not , then I believe that Norton is trying to protect against a possible Hijacking of your Home Page.
You will have to go in Norton and reconfigure the Start Page options.
Hope this will help!

Thank you soooooooooo much! Your answer about the "little house" was the correct answer and it worked. I have talked to tech support all over the place for this problem, trying all kinds of different things and nothing had worked. Such a simple answer and why no one else had thought about it! Thank you!

Hey kdavis!!
Yes, well , sometimes it's the little things that get overlooked.
We are, sometimes , a little reluctant to advise about the "to
obvious".
I'm very glad that my advice has helped you a bit.
You are very Welcomed!
If there is anything else we might be able to assist you with
just give us a call and perhaps we might be able to help again.
