My computer has had a bad history of USB device problems, that occur in any of my 8 ports.
All to frequently my computer won't recognize flash drives and external hardrives that I know work in other computers. Often my computer instantly locks up when I insert a USB device, then un-locks up when I pull it out. Though my USB ports work just fine with my external HD and my old flash drives.
Is there a way I can update my USB drivers? is there any other steps I can take to figure out this problem?

First, a couple of housekeeping points. I have changed your Discussion title to give a clearer indication of your question. For future reference, please be as descriptive as possible in both the heading of your Discussion as well as the post itself. Also, the information you have provided to this point really does not tell us anything or give us any type of direction to troubleshoot your concern. I have some questions for you:
- There seems to be a conflicting statement in your post:

...my USB ports work just fine with my external HD and my old flash drives.
Please clarify what drives work, if any, and what drives do not work.
- Is this a custom computer or a manufactured computer?
- If manufactured, what is the manufacturer and model number?
- If custom, what is the manufacturer of the motherboard?
- If custom, have you verified that all the leads coming from the motherboard are connected properly to the case?
- For either situation, have you gone to the manufacturer's website and update the USB drivers if applicable?

Sorry, I meant to say that "my computer sometimes won't recognize some flash drives and external hardrives that I know have worked in other computers"
however "my USB ports work just fine with my external HD and some of my old flash drives"
it was a late night last night
Heres a list of what has and hasn't worked:
my Maxtor external 200gb: works just fine in all ports - however my friends laptop only recognizes it in his bottom left USB port
a friends iomega 500gb external: unrecognized in all ports (but his computer reads it fine)
my SanDisk U3 cruser micro 4gb flash drive: isn't recognized in any of my ports, however works fine in all the other computers I have tried
my external 80gb Western Digital: works fine in all ports
a friends sandisk cruzer micro 4gb : unrecognized in all ports
my Kingston Datatraveler 128mb flash drive : instantly lock up computer until removed
my CompuLEAD II 64mb - works just fine in all ports
and finally, when I plug in my sister's ipod to charge (because I leave me computer on) it will charge - but it locks everything up until it is removed.
Currently:
HP Pavilion 061
syestem model: ER884AA-ABA m7480n
Intel® Pentium® D CPU 3.00GHz (2 CPUs)
2046MB RAM
290 GB internal HD
NVIDIA GeForce 8800 GT OC 512

Well, trying to narrow down a specific application may be an issue. What I would suggest is one of the following two things:
- Go to http://www.hp.com/#Support and find the latest USB drivers for your specific computer. It is best to use the serial number of your computer when doing this search to narrow down the amount of search results you get to just your specific computer. Once you find the latest drivers, download and install them to see if this corrects your problem.
OR
- Right Click on each sub entry of the Universal Serial Bus Controllers section and uninstall the drivers. Once you do this, restart the computer. Make sure that any peripherals like printers, external hard drives, and flash drives are connected to your computer before you restart the computer. When the computer restarts, Windows will do a sweep and update all of the USB drivers for the connected devices. If this corrects your issue, connect any other USB device, one at a time, and allow Windows to update the drivers accordingly.
