The only hard drive wipe I've used is in the Ultimate Boot Disk. Aside from the plethora of other useful programs, it includes several different disk wiping utilities: CopyWipe, Drive Erase, Disk Wipe, and Eraser. I occasionally take old hard drives from work PCs and wipe them at home, then keep them for use in my older computer. I can't remember exactly which one I've used (all their names are so similar!), but I believe it is either Drive Erase or Disk Wipe.
To build the Ultimate Boot Disk, you download their builder program, and you need to have your original Windows install disk. Oh, one thing I forgot to ask; what version of Windows are you running? I know for sure that it works on XP, but I'm not sure about Vista.

If you're lookin for a complete HD wipe with complete sector data overwriting, download and burn the DBAN bootable live cd. it will shred every sector of the HD to DOD security specs, let it run overnight. When done it'll be like starting with a factory blank HD.
In your case, for a windows reinstall, I think you just want to remove the partition table and/or master boot record. For that I'd use GPARTED or the EASEUS freeware.
