What AV program are you using? I'd recommend running a full scan to scrub out any lurking critters.
But usually you can download dlls from a registered website. But the one related here can't be found, sorry.

Welcome to PCWorld Community!!
As crazy4laptop suggested, it might be caused by an infection. There is another possibility and
that is that the .dll in question needs to re-registered.
SO, lets start with a quick scan form this free security application if you are willing?
Yo can download the
MalwareBytes Antimalware security application here .
Once downloaded and installed , if you are still willing , PLZ configure the app. as in the screen shots.
On the front panel PLZ click on the Settings tab and ckeck mark as in the screen shot:

1!
Next, go back to the front panel and put a check mark Next To
the quick scan . as in the screen shot:

If it finds some infections PLZ say YES to the pop-up to Quarantine
the malware. If not then post back and we will try my next approach.

OK, a few questions before we go any further.
First , What is the Operating System you are presently using? XP SP1 , XP SP2 , XP SP3 or Vista , Vista SP1.
Second , is this a notebook or a full size PC ?
Third , Do yo have a printer connected to the PC and does it work properly?
Fourth , How old is this computer.
OK, you said that MalwareBytes AntiMalware did not find anything. fine.
Could you PLZ answer these questions as my next step will not work for Vista
This tool will only work in XP. If we are lucky enough this Might resolve your problem.

That's a nice notebook you have. Must've cost you a pretty penny back
in 05.
OK, well since you are running XP SP2 we will try my little program and
see if it can't re-register that .dll for you.You will have to follow my instructions
not that there are many but, only the ones I will ask you to do.
This program is called Dial-a-Fix. This is how to go about it:
First download from Softpedia.com .The Download button is on the
right hand side next to the blue strip and under the "Subscribe"
Now, once downloaded to your hard drive , double click on the Zip. file. If you have WinRar then it will be a .RAR and you will open with WinRar.
You should see :

You do not need to touch the "secdit.exe". You will ,however , double click on the Dial-A-Fix.exe .
The next screen will bring you this:

once you see this screen you will ONLY check mark the # 4 & 5 utilities.
Once check marked , at the bottom left hand corner , you will see a "GO"
button. Simply click on the button and let the application do it's work.
This might take about 3 minutes. PLZ do not have anything else running
at this time. You will see the Check Mark disappear one by one as it is
working.
When the application is done , all check marks will be gone and the "GO"
button should be ready for another pass.
Reboot and see if this did the trick. Post back and let me know.

You just may be missing an operating system file. Does Dial A Fix restore Dlls? I was able to dig into the folder w32x863 but lxcrtime.dll is also missing.

OK, I'm sorry that Dial-a-Fix was not able to fix your problem.
Unfortunately , Dial-a-Fix does not replace .dlls.
But that also tells me that this was not just a re-registration of the .dll
but infact a Missing .dll. The way to fix this is to try and find one on the web
and copy to the system/32 folder and hope it is able to be read by the program missing
this .dll.
From what I have been able to find out about this entry is that it pertains to your
Printer, This is why I asked you if it was working properly.
This particular .dll belongs to the Lexmark family of printers and is an essential
file for its start-up driver and only runs once on start-up. If you have a Lexmark
Printer then I would recommend you Uninstall the program and then Re-Install
to have all of the available programs working properly again.
Post back and let me know .

You hit it right on the nail! Once I uninstalled my Lexmark printer the problem was resolved after reboot. After uninstalling my printer and reinstalling it the problem resurfaced. How do I go about solving this problem with my printer? Thanks for at least narrowing it down to what WE KNOW IS THE REAL PROBLEM.

Well, the problem isn't solved yet, right. We still have to find one of those
.dll to replace the one that is most likely corrupt. The easiest way would
be to buy a printer from HP. I'm just kidding. LOL!
If you could give me the Exact printer name and number ( Not the serial # ),
we could then search the web for one and/or go to the Lexmark Forums and
find out if anyone else has had this problem.
Another solution would be to download the program for your printer from
Lexmark site if they have it. Or to order a new CD for the program from
Lexmark.
So , we still have some possibilities. Post back with the info. and we will go from there.

Yes, that was the information I was looking for.
If you still have MalwareBytes Antimalware installed in your computer
could you run another scan. Also , on the "Settings" tab make sure to
check mark the "Automatically save and display logfile after removal".
When the scan is finished , the logfile will appear in a notepad format.
Could you Copy and Paste the contents of the logfile in your next post .
Scan with the same "Perform Quick Scan" option. There might be an infection
in that .dll . I just want to make sure.

Yes, thank you. It seems you are clean. But, my research came up with two
sites containing the same path as yours and they were infected.
This might be a little long so, take your time . I will not make it hard ,just
long. First ,we need to verify that Java has the right update. If you have more than one update of Java
on your PC , PLZ delete all starting with the earliest to the latest and KEEP 1.6.0.7. If you
do not have the latest here is the link to download. Java update 1.6.0.7 .
If you use Internet Explorer 7 use this link Java update for IE7 .
The old updates that you keep on your PC are vulnerable to infections that is why Java releases new ones.
You completely delete the old update through the Add/Delete in XP and install the new one. They are a complete package.
Next I need you to download the ATF File Cleaner from Atribune .
This , again , is not an install but, only an.exe . It is very fast ( A few seconds ) and will rid you of unnecessary temps file. They, sometimes are
the source for infections. The link I gave you will have the download and instructions. But, basically , you just double click on the .exe and check mark
the "Select All" and then click on the "Empty Selected". If you use Firefox , you will also need to clean out the internet temp files.
To do this, just close the ATF Cleaner and restart it. At the top of ATF you will see "Firefox" click on it and follow the same intructions.
So, just to
be on the very safe side ,I will ask you to run one last scan with VundoFix.
This is not an installation but, only an .exe . I will give you the link to download.
VundoFix by Atribune . The two sites that I mentioned with the
same path as yours were infected with a Vundo Variant. This is just to confirm that
you are not infected but, your software is acting up. Here are the instructions to follow for VundoFix.
Double-click VundoFix.exe* to run it.
When VundoFix opens, click the Scan for Vundo* button.
Once it's done scanning, click the Remove Vundo* button.
You will receive a prompt asking if you want to remove the files, click YES*
* Once you click yes, your desktop will go blank as it starts removing Vundo.
When completed, it will prompt that it will reboot your computer, click OK*.
Note: It is possible that VundoFix encountered a file it could not remove.
In this case, VundoFix will attempt to run on reboot, simply follow the above instructions starting from "Click
the Scan for Vundo button." when VundoFix appears at reboot.
Ok, erome, If you are comfortable with these procedures, we will deal with the .dll
once you have done the clean up. IF for any reason you are not inclined to or are not
comfortable with these instructions, then post back with your concerns and I'll do my best
to explain.

Sorry, I had problems of my own to sort out. You see, I'm always trying out
new programs and sometimes things don't go as smoothly as I would like to.
I had to go through three system restore in order to find the right one and then lost
my DSL connection. It is now Aug. / 18 / 08 @ 21:58 pm in Eastern Canada and I just
got my internet connectivity back. So , no I didn't abandon you. LOL!
OK, now that you have my life story ,let's get back to your problem.
Now , I don't know how often you Defrag your notebook or how often you do
maintenance on it but, we are going to do some to get your notebook back to
working order. I did find the Driver that you need to re-install, but, for now let's get the
Defrag and Checkdisk and registry compacting done before we at temp to re-install.
One thing you have to understand is that this .dll is part of the driver for your printer.
You are not the only one with this Lexmark driver problem. Most are infected while
others are like you missing one. This should have been a simple uninstall and
re-install of your printer's program. I will now try, by means of some more cleaning
to get rid of this pop-up.
First, since you have XP ,we will pay a visit to :
Windows LiveOneCare . You will click on the blue link.
This will bring you to Microsoft's site where there is a free scanner to clean out the junk from your computer.
I have Vista now and cannot use this service anymore but, when my XP notebook was running, I was there every
month for a free scub down. In order to access this site and service you MUST USE INTERNET EXPLORER 7 ( IE7 or IE6 ).
As you can see in the screen shot below, these are the services offered for free.
Once on that site , PLZ only use the "Broom" option. This will clean out temp files along with registry files
that are no longer in use. You will have to accept a Active X for this service along with a pop-up window that
you should allow in order for this service to begin. This is how Microsoft operates and there is nothing we can do about it.
Stay in front of your screen as there are commands that need to be acknowledged while this service is performed.
Once the service has done it's work , simply reply NO to buy or give your opinion in the last pop-up window. This is
unless you want to but , it is not necessary as you can access this free service any time you want to.

Once you have finished with LiveOneCare ,I would like you to Compact your registry by means of this tool:
NTREGOPT by Lars Hederer . You can download from snapfiles.
This is an .exe that does not need an install. Simply double click on the .exe and let the program do it's job.
You can read about it on the snapfiles site.
Again ,once this process is finished , We ( you ) will Defrag our ( yours ) notebook. This ,By The Way , should be
done on a weekly basis to minimize the impact on your hard drive. This will be the tool to work with:
JKDefrag by Jeroen Kessels . You can read about it by clicking on the blue link .
Or you can simply click on the "JKDefrag" link here :
http://www.kessels.c...efrag-3.34.zip] [JkDefrag-3.34.zip . It is a .zip file wich will be unpacked by the Xp zip manager or choose the one that you are used to. Again this is an .exe file and you simply double click on the .exe
and it will start automatically. It might look Weird but, will do a very good job of defraging your notebook.
NOTE: if you haven't done this in a while , IT WILL TAKE SOME TIME TO FINISH. just let it finish.
I know I'm a Pain in the Butt.,but since it seems that you haven't done too much to your notebook well, I would like to make sure that
we have all of the chances of succeeding on our side.
There is one more operation that I would like you to do before we install this new driver and that is a Chekdisk.
This is part of Windows XP and will verify that all sectors of the hard disk are in working order.
Again : THIS WILL BE VERY LONG . This procedure will go through all sectors and attempt to fix bad
File System Errors. This is how we start this procedure.
loadTOCNode(3, 'moreinformation');|1.|Double-click My Computer, and then right-click the hard disk that you want to
check. This should be The C:// drive|
|2.|Click Properties, and then click Tools.|
|3.|Under Error-checking, click Check Now. A dialog box that shows the Check disk options
is displayed,|
|4.| |•|.|
|•|.PLEASE CHECK MARK BOTH OPTION!|
| |To repair errors, locate bad sectors, and recover
readable information, select the *Scan for and attempt recovery of bad
sectors check box, and then click Start*.|
Note If one or more of the files on the hard disk are open, you
will receive the following message:
Click Yes to schedule the disk
check, and then restart your computer to start the disk
check|
NOW , restart or reboot your notebook and let checkdisk do it's work. Again , this will take a long time.
OK, erome, If you don't want to do one or more of these procedures or if you don't understand some of it
PLZ , don't try to do it by yourself. Although this should be easy enough ,if you are unsure then. don't
hesitate to post back and ask.
