Hi SassyAngel, and welcome to PCWorld Community. :D
Well, looks like you have your work cut out for you as far as changing people's facial expressions, etc., etc.... :0 OMG, I wish life was that easy! ;) :^0
Anyway, I would like to suggest Serif PhotoPlus 11 or one of their latest version Serif PhotoPlus X2 I have been using PhotoPlus 10 and PhotoPlus X2 for a few months now, and I really like them.
They do have some of the cosmetic tools you want, but since I have not used them, I cannot say much about them. You can go to their website, (click on the links above) and check the programs thoroughly.
They're not very expensive, less thatn $40 bucks, and after you purchase one program, you'll get specials for all of their other wonderful programs at a reduced price.
HTH and good luck!

Hi again, SassyAngel
I think I found something pretty similar to what you're looking for... click this link. It's called Photo! Editor and it's got a bunch of excellent features.
And best of all - it's FREE! :^0
Please post back and let us know, if this helped answer your question. Or if you found something better.
Thanks.

Hi SassyAngel,
I'm glad that Photo! Editor is working for you! :D I'll be downloading it too later today, I think it's going to be lots of fun.
I found the link for Photoshop Elements Resource Center for you. Click that link and you'll find lots of info on Elements.
The magic word to learning this stuff is: Tutorials, tutorials, tutorials! Read and study as many as you can. Here's a Snip of some of the links for Tuts there:

This other link to About.com is interesting, they offer Free Layer Mask for Elements, and a whole bunch of other stuff. That's something you'll want to learn as you get more into Elements.
I'm really new to photo editing stuff, and I don't even own a camera!... LOL so I follow the Tuts to a T, otherwise I'd be lost for sure. :^0

Hi again SassyAngel,
You can reply to me here on your thread, by clicking the Reply button.
I was able to download Photo! Editor today. It's an easy download and it's actually a stand-alone program, which I really like, because that way it doesn't take over your photos (like PSP or Photoshop does.) It looks really, really easy and I think it's going to be a lot of fun.
Again, you're welcome. I'm glad I could be of some assistance to you. :D
