I just need a simple Windows (XP) utility to resume broken downloads. Nothing else. Not Teacup nor Filezilla, etc. I don't want downloads broken into multiple streams. I don't have a server. I just want something simple to install and use. Something that would ask me if I'd like to continue my download (if it had previously stopped) from where it left off. And do nothing if its the first time I'm downloading the file. Real simple. Its got to exist...I think. PLEASE HELP.

You can try DAP , here is the web link. The free version has some advertisement issues etc. Other than that, IDM is one of the best download mangers but isnt free. http://www.internetd...admanager.com/.
You can also try the free browser Opera. It comes built in with a powerful download manager. http://www.opera.com/products/desktop/

3 words: Free Download Manager http://www.freedownloadmanager.org/. Resumes broken downloads, excellent with torrents too.
