I purchased a dell Dimension desktop before the dual and quads, and only wanted vista basic as I have XP pro on an older p3. I have tried to partition the 140G drive OS by trying to shrink the volume.But it comes up with no unallocated space on C (OS) and D (RECOVERY) which is marked as the primary partition. When I try to shrink the volume, it comes up with an immovable quantity and the comment "size of available shrink space can be restricted if snapshots or pagefiles are enabled in the volume."
Should the primary partition be on the operating system? Anyone have any ideas on what my next step should be? I need another view.
Also, Vista sucks, I am glad I didn't spend the extra money. I am experimenting with Hardy Heron.

The question seems wrong to me. The operating system has to be installed on a primary partition ,Not the other way round.
Coming to your initial problem. Its not much clear from what you have written. Can you go to disk management and get a screen shot of the drive partition structure from there. Post it here. For going to disk management - Right click My computer and click manage. There you will find disk management OR just type in disk management in vista start menu.
