I signed up for the highest speeds my ISP would offer me (5mb/s download, 512kb/s upload), but I can never fully take advantage of this. When I download something, the fastest it's ever gone was 600kb/s. I realize that most sites won't have higher speeds, but when I try to do file transfers from my Server to other places I'm only getting 55 kb/s. I ran one of the DSL speed reports, and it told me I was getting the speeds I was promised. I tried talking to my ISP, and they think they need to come out and put a box in that will create noise on the line. Any ideas on how I can get my speeds to work correctly? I would like to at least get the upload speeds higher because I am trying to host a webserver.

If you run speedtest.com what are the results? Do keep in mind that the average download rate of a file is not the best test, as it is dependent on both the sending server's availability. I have 3MB DSL, and usually see a max download of 300-350Mb/s. You get 600 which tends to support the 5GB service.

actually you are getting all the bandwidth you paid for-
remember that there are 8 bits in a byte so
take 5120mb/s divide by 8 = 640kb/s (this is your average download speed)
take 512kb/s / 8 = 64kb/s (this is the average upload speed)
And also take into account that some servers that you download from, won't match your max speed because of many factors- network load, bandwidth caps, etc.
