Does anyone know if there is any service on the internet that offers a 100% FREE VOIP phone number?

You have to pay for a line in on Skype. I've heard there are lesser quality ones where you can call in and out as long as you use 2 different services. Skype is actually pretty good I used it for a while. Its 95% reliable and has voicemail etc.

for those in the uk sipgate offers free sip numbers, you will need to download a sip client but from what i can see sip is voip, only uses a slightly different protocal (i think)

anyway, the number is completely free (and they say they have every intention of keepin it that way, but reserve the right to start charging in future).

more info on www.sipgate.co.uk/user/numbers.php

as i say this is for the uk, but i am sure many more sip services offering free numbers exist (there certainly are quite few for the UK).

Google Voice provides free phone numbers in the USA.

I have used Google Voice since it was first released by GrandCentral. Then, about a year later, Google bought them out. Only just recently has Google started handing out "invites" to receive your free Google Voice phone numbers.
It is an excellent service. All calls to your number can be forwarded to all your phone numbers (home, work, cell, etc).
It is currently free to make USA/Canada phone calls.
