Capturing Console Gameplay in SD and still play in HD

This question has been on my mind since the next gen consoles have come out with HD output. Ive tried every BestBuy Circuit City you name it and their associates dont know more than me. They think they do but when we get to the isle with the and I start asking these questions the like freakout. I currently have an X-Box 360 and a PS3 and would like to capture video from my consoles in SD or HD and still be able to play in HD. I have used a video capture card before with my ps2 and it worked out fine but now with the next gen consoles I would like to play in HD and capture in SD or HD. I also have a laptop and wont be able to use any type of internal device. Is there any type of device that splits HD into SD and HD. Or even better a device that simply records anything that my HD TV shows. Ive seen a few really expensive (1000 to 3000 dollar) HD video capture cards that are internal. I would like to spend no more than $300.

Here is some useful information that may help someone answer my question.

* MUST SEE GAMEPLAY IN HD ON TV (capture can be HD or SD)
* I only have a laptop so Internal devices wont work.
* My PS3 has HDMI and COMPONENT and I think its supports the yellow white and red (dont know what thats called.)
* My xbox supports HDMI and COMPONENT
* No more than 300 dollars
* Capturing from my ps3 is the most important. The xbox is secondary.
* Im using SONY VEGAS to edit video (not sure if this is important)
* If this cant be done with 300 or less thats fine I just at least want peace of mind that it can be done.

One minor note- the Red/Yellow/White video & audio connection is RCA, not component (Red/Green/Blue)
I would go with something name brand, not chinese generics (i made that mistake once)

Take a look at this usb capture card

If you use a specialized capture program, you can record the video in whatever resolution, frame rate, and quality you want. Just note that recording video will eat up alot of hard drive space.
