Those could all be possibilities or the bios has lost some of the configuration settings and has "shut" that port "off" or it could just be faulty. If worse came to worse he could replace the motherboard and upgrade to USB 2.0 standard at the same time.

or buy a newer laptop....1 year warranty, update bios, CPU, USB etc etc...better choice than new motherboard I think
