I think the current talk of cloud computing is far too premature. Let's first concentrate on providing a network that can handle this influx of traffic. In the meantime, issues such as what recourse a client has if the service is interrupted and, who is liable if data is corrupted or stolen (...and so on and so on) can be addressed at the federal level.
Let's not wait until the internet is gagging and millions of dollars worth of data is lost.
