They are difficult to compare because they are so similar. I used PowerISO for years before switching to UltraISO and never looked back. Feature-by-feature, they are nearly identical, but my personal preference is definitely for UltraISO. It supports more file formats, allows editing multiple ISO's simultaneously, has a more complete (albeit more cluttered) UI, and (this is the BIG one) can optimize an ISO, which is a major deal-maker for me. Using UltraISO I can create a custom cd/dvd with multiple versions of the same OS on it, then make them all fit on one disk. I.E. - I made an XP install CD that has 8 versions of XP on it so that I only have to carry one disk around and can install whatever version my client's license is for. Optimizing removes duplicate files so that I was able to make 8 CD images fit onto one disk (with room to spare for gparted)!

imgburn is great for people who don't want to buy Roxio or Nero, but it doesn't support some of the nicer functions that make PISO and UISO essential for power users, like editing images on the fly, mounting images to a drive letter and using them without having to burn a disk, or optimizing images to reduce size or fit more data on a disk.
