I just thought of something. What if the problem is my D drive? It has shown warnings showing it is filled up and i have run a defragmenter on it. This started happening around the time Webroot started having this problem. I am doing a scan right now without the D drive.

Well, if I may try to summarize all this. You do have alternate security applications but none of them give the same type of scanning problem that Webroot give you. Is that correct?
If so, I do not see any other option but to not use Webroot. I did not notice if you have contacted Webroot and explained this issue to them but if you have not, that would be my final suggestion. The fact that you can use other security applications makes this issue solely related to the Webroot application.

I wish I had a solution to your problem, but I'm going through exactly the same thing with Spy Sweeper. It has been like this since upgrading to version 6 (with the 1 GB online storage add-on), and all I get are dumb responses from Webroot's tech support. I thought that one or more viruses might be the cause, but none of my other security programs found anything. I bit the bullet a couple of days ago, and reformatted my hard drive (just in case), reinstalled Windows XP ME, and checked all of my hardware in case of any impending failure, then reinstalled Spy Sweeper. I ran a full scan before installing all of Windows updates, or any other software, in case one of them had caused the problem, but it still lagged. I then did all of the Windows updates, and tried again. Spy Sweeper still lagged. At this point, I have given up on Spy Sweeper, and have uninstalled it permanently. All of my other security programs are working fine, and there are no other problems with my system, therefore I have to conclude that it's a Spy Sweeper problem that isn't going to go away anytime soon. I am considering either MalwareBytes or SuperAntiSpyware for my real-time protection at this point.
By the way, if you decide to remove Spy Sweeper, download their Spy Sweeper removal tool, as the program leaves a multitude of registry entries behind, even when using Revo Uninstaller. You'll have to request the download from their tech support site. Good luck.
