Tool kit to block automatic download of i.e. 8?

I just saw in the "Plugged In" section of the March issue of Pc World that you would need to download some type of tool kit to stop the automatic download of Internet Explorer 8, once it comes out. Does anyone know of a link to the official Microsoft statement about this? Also how do you feel about this? I have tried the beta version a few months back and I liked it overall just still to many bugs. Have the bugs been stopped mostly in the RC1 version? THANKS

also as a side note I cant turn off automatic updates because my virus protection wont allow it to function properly (which i really like my virus protection)
