You cant.
You can make it worse, but you cant make it better.

As Snorg mentioned, one cannot improve the quality of the youtube video. The quality of the video is determined by:

- ...the method by which the video is captured by the uploader (the person that submitted the youtube video)

- ...the quality of your grpahics (video) card

- ...your computer's specifications (memory, processor, and graphics card)
