The Discussion to which you have posted your concern is in relation to the news article. I have branched your issue into its own Discussion. This will give the members of the Community a greater chance of seeing and responding to your question.
The final release of Internet Explorer 8 just occurred not too long ago. There are obviously still some kinks to work out but, all in all, it is fully up and running. Some people hate it. Some people love it. Some people, like myself, can really care less either way since it will not be our primary browser. The only way you can tell if it will work for your needs is to just download it and try it yourself.

No one EVER is able to get ALL the bugs out of any software program...I don't care how good of a programmer they are.
The real question is "have they worked enough of 'kinks' out that it is useable?" And that will somewhat depend on the person. Some people don't mind dealing with "kinks"...others hate. As such, some people NEVER use a "version 1.0" item, whether it be a new car or a new computer program.
In the end, IE 8 is now officially released, so in theory, all the major kinks should be worked out. There will certainly still be bugs, but Micro$oft has never been much of a "release a 'beta' as an offical version and have end users be 'beta testers'" type company. Thus, it is likely fine to download and use it (and if you don't like it, then you can always revert back to IE 7 or Firefox).
If you download it...just make sure you download it from a reputiable site (i.e. I would suggest directly from Micro$oft only).

Like others said, the final IE8 was released last Thursday. As far as safety goes, yes it is safe to download it to your computer (just be sure to download it from the official Microsoft site). But it is definitely a personal choice.
