can't open rte files in windows xp

i've tried reg. cleaners, updating windows xp, spyware cleaners, etc. tired of buying software and still can't open files. these are suppose to be images of ceiling tile in version 2 rte format. if there's a tweak i need to make or a new program i need i sure would appreciate the help!!!!

The file cannot be opened without the associated application that is designed to generate and read the files. There are several possible programs to read and write these files.
What application are you using to try and open the files, or are you just double clicking on the files without the associated program?
What is the source of the files you are trying to open?
What error message are you getting?
