Just installed a ATI Radeon HD 4350 in a couple year old compaq. It has a Sempron Processor and a ATI chipset, i dont know the exact model number. I had been using the onboard video and sound. I connected my new 37" Vizio 60 htz LCD HDTV currently through the RGB cable using the provided RGB to DVI-I adapter that came with the video card. Ever since first plugging it in there has been a static buzz and a floating bar of varying brightness, its sometimes scrolls up but generally cycles through the whole screen. The volume of the buzz never changes. In fact the video card had disabled the onboard sound and the sound was still there. I turned back on the onboard sound and the buzz is still here. The only thing that changes the volume of the static is changing the volume of the TV. Leading to believe its an artifact from the PC. I am merely assuming this is related to the floating bar of varying brightness. Any help would be awesome!!!

First, I assume you mean VGA rather than RGB.
Now, are you going from a VGA port on the card to DVI port on the TV? Or are you going from a DVI port on the card to a VGA port on the TV?
What model is the Vizio TV? This should allow me to determine what kind of ports you have available on the TV.
My guess is the sound is some interference from the connection type and/or computer. If the from the computer, then moving the TV further from the computer might help with that. If it is the connection type, then we might be able to try another connection type.
As to the floating bar of light, I again assume that this is something due to the connection type.
Do you have a regular computer monitor to try with the computer and new card?
