This problem may have been created by my use of a utility which was intended to get rid of unnecessary registry information and/or defragmenting the registry--or not. When I click on Start | Help and Support, I get the hourglass for a moment. It then disappears and nothing else happens.

My first response would be GREAT!!! But seriously, some error has occured preventing the Help & Support from opening - what you can try is going into safe mode (the F8 key whenh restarting, before the Windows startupo screen) - and see if it works. What you may have to do is do a repair - put your XP CD in and boot to it, follow the screens and you should get an option to do a repair - should fix things, but you may have to re-install some programs.
