I think you have the wrong perception. Government owned organizations are the cheapest there are. Even the "Army".
What they use the taxpayers money on is advanced weaponry. THAT is why they are so powerful. Not because of their "office administrators". It's because our guys can kill 100 guys with a press of a button from half way around the world.

A) they have been counting every OEM Vista sale as a Vista use for the past 2 plus years, that is untrue, most of those machines have been "downgraded" to XP I do not know of, nor do I have a single customer running Vista in a business environment, and with the upcoming release of 7 I would call Vista DOA. I still stand by my statement that Vista has no ROI.

My reliable internet forum experience tells ME that you didn't read past the first line and just post hastily anything to bash Vista (or anything YOU don't like)...or you're just a fanatical anti-fanboi who just reads every bit of info in your own interpretation (as well as your "life experience").

I'm using good ol' trusty Windows XP on a nearly five-year-old Compaq desktop with no problems whatsoever. I also see no reason to switch. I'm a firm believer in the old adage, "If it ain't broke, don't fix it." Well, XP ain't broke! I had/have absolutely no interest in switching to Vista, and I have no interest in switching to Windows 7. As long as XP keeps working for me, and I don't know why it would stop since the only reason I need and want a computer is for the Internet, e-mail, and word processing, I'm staying with it. Just because something is newer doesn't necessarily make it better.

I do not see it anywhere, except for the occasional fool who purchased their equipment from a retailer. (Which in my own unscientific survey has shown that 1 in 10 like Vista).Or a tech just using it for testing or experimental purposes.
I did read past the first line, yes we do have Vista running on our network, yes we do deploy server 2008, bla, bla, bla. I am sorry if you were one of the unfortunate to pay over 400.00 US for Vista Ultimate, what's so Ultimate about it is that it is the Ultimate rip off. And I am not a fanatical antifanboy, as a matter of fact we make a pretty good living off of all those poor Vista customers. I am just stating the facts as I see them. BTW, the article was about upgrading to 7, which unless you are running Vista is a waste, except for new hardware purchases, where you are paying for it anyway.

Maybe the companies you service are large corporations that often take like years to change because of lumbering large systems?
Maybe if you followed the Forrester report link, it shows this was in the beginning of the year and some might have completed by now?
Maybe your world is just your world and it's a bit different from the world that global market research companies work in?
