is there any cheap way of securing usb ports

I'm , sadly, a windows vista user and I'm looking for a way to block usb ports for using devices like webcams without some kind of password or other security. I've found a couple of solutions that cost over $100, but I don't have that kind of money to spend.My laptop is used by multiple users some with legitimate uses for usb devices(flash drives, webcams, mp3 players) but I want to block the younger users in this house from connecting any usb devices without one of us present.

Possibly can use the FREE "FlashDisinfector" program to somewhat "secure" your

reads like a good option for protecting against malware being spread around with flash memory, but doesn't really help with my problems.
