How does the PC that you want to access connect to the Internet? DSL? Cable modem? Do you use a router? If yes, then what brand and model of router? Do you have a software firewall on that computer? If yes, then what software firewall?

Just to clarify: You want to access the desktop PC remotely from your laptop, when you and the laptop are out of the house, correct? You certainly don't need to use the Internet to do this if both computers are in the same home.

There are a number of ways...
- Windows Remote Desktop
- a VNC program (a variety out there)
- a commercial remote desktop program like Timbuktu Pro
- a commercial third party website based remote control like Go To My PC
Many of these solutions' setup will depend on your Internet connect, which is why I asked how you are connected.

For the first three options that I mentioned, you would definitely need to configuration the router to forward the appropriate ports to the computer that you wanted to remotely log into. And you would need to deal with the fact that you ISP connection uses a dynamic IP address.
I believe the fourth option might not need to deal with one or two of those issues, but I am not sure as I have never used one of those services. I believe it will deal with the dynamic IP address issue, but you might still need to configure the router.
At this point, I would say you likely need to choose a general direction you might want to go and then we could provide more details.
FWIW, the cheapest option would be the VNC option, but it would likely require more setup work. If you are not too comfortable with computers, then this might not be the best way to go. The last option is likely the easiest option to use, but it will cost money I believe.
