My internet speed was 128kbps & I used to download(direct) at about 12 kbps.Lately I downloaded many things & the download speed became about 9 & didn't go over it.Can the company that provides me with the internet service lower my download speed while keepng my internet speed constant?
Today I raised my internet speed to 256 kbps & tried to direct download & my download speed was about 10 to 11 kbps that is less than my top download speed when the internet speed was 128kbps before it became unexplainably lowered to 9 kbps.I thought my download speed should be doubled.Could they do that ,let my download speed be that low while maintaining an internet speed of 256 kbps?

I have a dial up adsl internet connection.

The advertised speed is really only for the connection from your computer to your ISP's main switch station for your area. Once your "signal" goes beyond that point (i.e. out onto the actual "Internet"), then they cannot guarantee any speed as your "signal" is passing through wires and servers that they do not control. It is also a function of the server you end up connecting to.

Now, it is strange that you did not get some speed boost with your higher speed connection.

You should contact your ISP and see what they have to say.

Even though many times ISP's support can be a pain in the rear, it is still usually good to call them and talk to them.
