TMP files

What are TMP files? Are TMP files save to delete? It's zero kb in size. A lot of them are showing on my c: root directory where the Program Files folder is located. I don't know how it got there, and I was wondering if I can safely delete them.

Usually it's safe to delete TMP files. They're temporary files so whatever program created them should have deleted them when it was done with them. Make sure that the work is saved in any programs that are open.
Other than that, you can use CCleaner to delete all kinds of junk from your computer, junk that you'll never notice, but you'll probably notice a positive performance difference.
