hard drive replacement problem

I just installed a new Seagate 160gb hard drive to replace a bad HD (installed in a Dell Dimension 8300). I can't get the system to boot up from a Windows CD or the Seagate Utilities disk. The instructions tell me it will automatically boot up to either. Any suggestions? I ran the diagnostics and the new drive came up but just can't get an OS installed. Any idea on what I am doing wrong?

If it's IDE, make sure the drive is set to master.

Go to the BIOS and ask it to redetect your hard drive. Reboot your computer and you should now be able to access the hard drive.

Check the BIOS for the boot sequence, Set it to boot first from the CD, then the hard drive, if the system recognizes the drive, it should boot to CD and then install OS.
