Well, you could always dual-boot, if you needed. But you don't need to use the Earthlink browser or anything, seeing as Firefox, Seakmonkey, Opera, etc. are usually installed by default on 99.99% of Linux distros.It's really not possible to install an exe program (except for with WINE, but it only works with a moderate number of programs) in Linux. As long as the Linux kernel has a driver, you'll be able to do all you want with your modem, just won't have the extra stuff that comes with it (in my case, my ISP found it funny to give me a spyware pgoram in their Windows installation).
