well how come it does not set up with a network connection with win xp ( the most popular windows at the present time )?

You failed to mention a major flaw in the "homegroup" in that it ONLY works with windows 7 computers. How many networks have only windows 7 based computers? It is near impossible to get full file sharing between Vista, XP and windows 7 computers. You are forced to use the public folders or upgrade all computers to windows 7.

No, in fact it's as easy to set up a network between 7 and XP as it was between XP and XP. Just leave homegroup alone and use simple file sharing.
Homegroup just provides additional features that are not implemented in XP and Vista but it's not the only way to share files and other resource.
