When you are in safe mode only enough drivers are loaded to run your operating system and the bare necessities. You didn't mention if you access the internet wirelessly or by ethernet cable, but it sounds like the drivers aren't loading for either your wireless card or your ethernet card.

Try "Safe Mode With Networking". That may fix the problem.

"Regular" Safe Mode does NOT load the network drivers and such, thus you will not have any network connections. As noted by Kenny, you need to use the "Safe Mode with Networking" option when you start up with the F8 key.
Good riddance PCWorld.

Hmm, I hadn't thought of Safe Mode with Networking. Kenny, I think I need to start giving you more credit.
