between Picasa and Gimp you have everything you need - simple tool that does everything well and one of the most powerful/feature rich image editor. I doubt anyone will need the other 8.
But I guess there are all kinds of people..

but as long as we are discussing the list, what happened to irfanview. It is usually on everybody's list as a photo viewer and light editor.

Nice article, Would have been better if more explanation of features were added.
Also missing from this list:
Fantastic Desktool,
A really great viewer/editor that also includes additional & helpful utilities.

IrfanView and Paint.NET are my goto bitmap editors. I have Paint.NET as a standard app on the disk images I create for my employer. For truly powerhouse image manipulation, ImageMagick is the geekiest of all.

VisiPics is not needed if you already have Picasa. Picasa has a built-in duplicate photo checker under Tools->Experimental->

Beware, Picasa will compress your photos losing resolution. It also reads tags and geotaging on cell phone photos. Unless you don't care who your big brother is.

Have been using Picasa and FastStone previously, main purposes are to organize photos, not to edit. FastStone can not organize and do instant search, Picasa is better. Some time ago came across Phototheca for Windows, what has powerful organizing capabilities, it has great Smart Albums to filter photos automatically and some Calendar what has no analogs in other photo management software.
