I am denied the right to alter MSCONFIG Startup using an administrator ID. I'm on a Dell with XP home edition. I haven't found any solution and would appreciate any advice.

Have you tried running MSCONFIG in Safe Mode ?If that doesn't work then try this little tool called {size:18px}Startup Control Panel[/size:245d9a3786]After installing it your will find it in the Control Panel in a new icon called Startup.
