From my experience at one time with an ATI Raedeon All-in-Wonder, it was accessible from the monitor configuration/settings dialog (i.e. right-click on the desktop and select Properties and then goto Settings tab). There should be an Advanced button in the Settings tab and my ATI drivers/software added a tab in the resulting box that would allow me to control those settings and one of the settings was to allow stuff on both screens, even if the second screen was through a composite or S-video cable.

I would suggest, however, looking closely through the Advanced monitor settings. If you are able to do, it will be somewhere in there. If I have a chance tomorrow (and I remember), I might take a look at my dad's old laptop when I am up there. It has on board graphics and I believe it has an S-Video out port. While it may not be the same (I know it is using an Athlon processor to begin with so that on board graphics are not likely by Intel), it might give me some additional thoughts.
