In Japan, Microsoft's only hope is to give a huge price incentive to the buyer. My suggestion would be for Microsoft to give Japanese consumers a 360 Premium for maybe $199 if they sign up for a year of XBox Live, then try to recoup that investment through very heavy Live Arcade and Video offerings that appeal to Japanese consumers (i.e. put every single minute of Anime and Manga they can possibly encode as fast as they can into the Japanese Video Marketplace). I doubt they would recoup the investment in the first year but they would make a major penetration into the Japanese market by doing this AND open ongoing revenue streams to these new consumers. The more Japanese consumers the more Japanese publishers will jump on board.

In spite of the Japanese consumer shortage though, there is still a strong worldwide market for Japanese developeed games like Ninja Gaiden 2, DoA, Tekken, and Final Fantasy. They just need to start doing better English translations and they're set.

Square Enix has already released a few games on Xbox 360 including Final Fantasy XI and Project Sylpheed. They also have Last Remnant coming out for Xbox 360 in addition to Infinite Undiscovery. A little research in the future please.
