I certainly hope the proposed legislation doesn't actually use the term "Web content." What defines "Web content?" -- Anything that uses HTTP or is stored on a Web page? Content which is transmitted by bittorrent isn't technically "Web content" by that definition and could be utilized by the weasels at Comcast as a means of skirting the law.
