On top of the downgrade surcharge, the article forgets to mention that base price of PCs with Vista Ultimate or Business is already higher than those with Vista Home Premium.
Really, though, properly tweaked by a PC professional (and that costs about $50, too), Vista is superior in almost every way to WinXP.
Aside from its hardware requirements (easily dealt with using what is now-normal, modest PC hardware), the only real issues with Vista as an OS is deploying it over corp networks and/or installing Vista as an upgrade on older PCs.
