In the latter part of the 1990s, my office manager was studying for his masters in government administration. During a conversation with him, her related that one of his professor's great concerns was a fear that a "technocracy" could establish itself and warned students they had a responsibility to have an indepth understanding of modern technology, if only to preclude such a rise. I seems, however, there are not enough people with a broad enough grasp of what technology is or how it can be used. I responded to a poster in the comment section of another article that people "at large" are not tech-savvy any more than they are automobile-savvy. While people know how to drive and fuel their cars, they tend to make buying decisions based on aesthetics rather than function. The same tends to hold true for technology; even in the business sector. CEOs who have little or no understanding of technology must rely on the information and advise of those who have a true understanding of systems. That trend seems to be continuing.
