It's ironic that China would be ahead of the U.S. since the U.S. government is who built up China.

It's no real mystery. The ISPs that have it within their power to upgrade the infrastructure are doing just fine with the way that things are. They can charge whatever they darn well please, for the level of service that they're currently providing, because there is no competition in any particular locale. The smaller the area, the less competition, and the more likely that the real customer is getting screwed. They spend more money paying politicians, lobbyists, shareholders and company executives than they do upgrading service to anything resembling current environment requirements.

As long as they're allowed to contribute to the pockets of politicians and regulators who could, who should hold their feet to the fire, and force them to upgrade, things will never change. We little people don't pay the politicians as much via their salary as the ISPs do via contributions. Follow the money and you'll find where the power is, and to whom the providers owe their allegiance.

We're screwed until and unless the FCC steps in and regulates their butts directly.

Most regulations drive out the little guy and protect the big guys who can afford it.
