The buzzing is probably because the graphic's colors are too bright and dark for NTSC, the standards of our analog tvs. Perhaps ATSCs' standards allow the bigger color spectrum? I'm not sure. But if this is the case, I don't think there's much you can do about it except possibly to route the audio through a stereo instead of the TVs' speakers?
I'm guessing the powered ones amplify the signal. That's just a guess. But if you can get all the stations in your area fine, I wouldn't bother!

It should be noted that the standards for televisions that are being created "from now on" will have the ATSC digital tuner built in. I shutter to think that televisions are still being built without this and thus requiring another digital box.
