I think this is an awesome idea and would love to see it happen. It won't.
1) it is not government mandated
2) the consumer lacks the will to stop buying ALL cell phones. Since ALL cell phone providers profit by changing the phone connector on every new phone, consumers have no other choice in the market.
I have owned almost a dozen cell phones. Each phone had a different connector. Current phones are using a wide thin connector. Have you looked inside? These connectors can make 20 connections, but if you look inside there are only 4 wires showing. The other 16 are not there. To me, this blatant example of fleecing the consumer violates antitrust/anti-competition laws.
There is a way around. Manufacture your green generic power supplies (with the power save feature) and make adapters for every phone; something like the way RadioShack sells generic power supplies with an assortment of different size plugs. Then force the !*! cell phone companies to sell phones without power supplies. I like the sound of that.
I would like to see green power strips and computer battery backups also!

I've dealt with the multi-attachment power supplies. I like your idea but it won't stop the cell phone manufacturers from making small changes to their proprietary designs. What would make them wake up is a widespread adoption of Green Plug - hopefully without a government mandate.
