Jobs is not a good indication of how well an economy is doing. We need to have productive jobs.
This bill is creating another unsustainable bubble. It's more regulation, more spending, and more of everything that we shouldn't be doing.
You can't spend your way into prosperity.
As to the last paragraph, central planning rarely works. Russia had that and look where they are now. John Stossel's Politically Incorrect Guide to Politics illustrates that well.
