This is a good app, just located in the wrong place. It needs to be network centric not device centric. The article exposes this for the iPhone as limitations on only running in the fore-ground, but for a seemless experience the system should always alert you, and this means the app is always running and your location is always being captured. Cell-ID is not accurate enough, and GPS/WiFi is currently too power hungry. There are solutions, but not based on the device itself. Of course the other advantage of not being device based is that it can work for any device, not just smartphones.
