Ooh, phishing is a big problem. Retailers really should absorb the costs of reissuing cards, since it's their security that led to the release of the original information.

Instead of retailers doing a processing...I'd let the banks like Bank of America do the processing like the charging from my bank account so that retailers won't keep the credit card information in file...Maybe an authentication device/reader? To be completly safe I'd rather have a card reader hooked up to my laptop with a USB to charge my bank account through the Internet, so that the bank will let the retailer know that my money had been transferred through the bank to their retailer's bank account...I think all the bank will give the retailer is the Bank ID and Account Holder ID, so that those IDs would be worthless to hackers...
