Given Microsoft's reluctance to let people edit or manipulate .ODF documents natively, it's likely the only reason they want to ratify the OOXML format is to maintain control over their product. Rather than developing a product that worked with another format, they will insist people use their own and force the rest of the world else to adapt to them.

The arrogance of this is appalling, but it remains to be seen if they will comply with the 'scrubbing' that needs to happen before it's an implemented standard. I loathe and despise Microsoft's insistence the rest of the world dances to their tune and while I understand the business end of it, that's comparable to understanding why a suicide bomber blows up people. It's still not a nice thing to do to everyone else.

Since both OOXML and ODF are both going to be ISO standards, who is going to be resonsible to write and maintain the code that will allow ODF users to read / write OOXML and vice-verse? I lived through the IGES (I guess) standard development in the CAD industry and it acquired the name "I guess" because the data translation to and from this single standard was atrocious. To have two standards almost obfuscates the term "standard."
