Unable to Connect to a Wireless Router Under Windows Vista

I'm having some issues setting up my wireless router... I have a toshiba laptop (not sure specifically what model, but I can look if it's necessary), and I was able to successfully connect to the internet using a wired router (siemens 4201). The problems have started since trying to switch to a wireless router. I have tried two models provided by my ISP, the siemens se567 and 6520. In both cases I've gone through all the troubleshooting the call centre people can think of, but the problem is still that it's telling me my network cable is unplugged, so I can't even get to the setup page (168.192.2.1). I have had the same problem with 3 routers...

Can anyone tell me what the problem is?

Is the laptop the only device that has failed to connect wirelessly or do you have others as well that are having the same issue?
