I have used Dreamweaver for years and found it pretty easy to use. I'm sure that I don't use it to even half of its full power, but I can build and edit webpages pretty easily.

I have also heard good things about NVU http://www.nvu.com/index.php but I have not used it myself.

Dreamweaver
There are alot of books out there ( in Borders or B&N ) that would help a beginner to use dreamweaver ( whether that is MX 2004 or 8 ). I prefer to use the VisualQuick Guides series from Peachpit Press. They are great for any level of use.

The same can be said for Adobe's GoLive CS2 ( my other favorite ).
