Windows is meant for all types of users. Beginners use it their way , and experts use it in a different way.
There are settings to turn OFF this behavior but needs to be explored (experts users) , jk

I dont mind clicking on a notification the time it comes. Consider the case , if an imp. notification comes and passes un-noticed , who are you going to blame then.
another of an XP annoyance. Switch to vista. Windows update is built in rather than every time going through IE checking. Result - faster and better.
Nothing is true , Everything is permitted.

. the other thing i don't like is that the balloons don't go away, If they popped
up and then dissappeared after 2-3 seconds i wouldn't mind so much.

minutes, i get critical updates that don't even apply to me. I have office 2007
installed but not outlook 2007, I have to sort thru and make sure they all

Thats what i said in my first post - different people use it in different ways. Its up to the users to chose how they use it.
